Membership in the Association shall be available to any company or other body politic which issues or may issue from time to time securities backed by mortgages as part of an operating business, and who have applied for and been accepted into membership in the Association by resolution of the board or in such other manner as may be determined by the board. Each member shall be entitled to receive notice of, attend, speak, participate and vote at all meetings of the members of the Association.
